Ehlanzeni District Municipality invites tenders for the appointment of a panel of five service providers to render various training services for a period of 36 months. The tender will be evaluated on mandatory responsiveness requirements, functionality, and a minimum threshold for further preference-point evaluation. Mandatory requirements include registration on the Central Supplier Database (CSD) and submission of supporting documents (e.g., MBD forms, bank account confirmation and affidavit where needed, director ID documents, CIPC company registration, valid SARS PIN certificate, municipal account/address proof, SETA/QCTO accreditation proof, and audited annual financial statements). Requirements

  • Appointment of a panel of five service providers to render various training services.
  • Provide mandatory information and documents for responsiveness evaluation before functionality evaluation.
  • Pricing must be firm, inclusive of VAT and other taxes, valid and fixed for the contract duration.

Eligibility

  • Tenderer must be registered on the Central Supplier Database and attach a copy of the CSD report not later than three months.
  • No tenders from a person(s) in the service of the state.
  • Complete and submit attached MBD forms with the written tender.
  • Attach bank account confirmation letter with bank stamp not older than three months, plus an affidavit confirming bank account details if not verified on the CSD report.
  • Attach certified copies of identity documents of company directors.
  • Attach certified copy of the company registration certificate issued by CIPC.
  • Attach a valid SARS PIN certificate.
  • Attach verifiable municipal account(s) not older than three months for both tenderer and entity owner(s)/director(s); where municipal accounts are not issued, attach valid lease agreements or confirmation of residence/address issued by a relevant authority not older than three months.
  • Attach certified proof of registration with relevant SETA(s) or QCTO accreditation.
  • Attach reviewed and signed annual financial statements for the past three years (or since company came into existence if less than three years old), or audited annual financial statements for the past three years if required by law.
  • Provide a Joint Venture/Consortium Agreement if applicable.
  • All tender documents must be duly signed and submitted on the issued PDF, and certified documents must not be older than three months.
  • Bidders must not commit fraudulent activities (including forgery of documents).

Expected deliverables

  • Training services delivered by appointed panel of five service providers.

Evaluation criteria

  • Mandatory responsiveness requirements and functionality.
  • Minimum 70 points out of 100 for further evaluation on preference point scoring.
  • 80/20 preference point system: 80 points for price; 20 points for specific goals (pro rata/proportional) based on provided documentation.
