Bidders to meet Eligibility Criteria that will be uploaded on ELM Website. www.elundini.gov.za and also available on tender data and tender document. Bidders to meet 70% out of 100 points on functionality with the following: Company Experience = 30 points; Expertise = 50 points; Approach Paper = 20 points SPECIFIC GOALS: EME or QSE which is at least 51% owned by black people who are women-equity ownership = 5 points; youth enterprise (18-35) = 5 points Local business within ELM= 10 points; outside ELM within Joe Gqabi District = 5 points; Outside region = 3 points Bidders that fail to submit proof of specific goals as stipulated will not be allocated points
